First Launch and Preference Setup
When users open V-Staff for the first time, they start by selecting language and target category.

Select a target category

After making the selections, continue to the assistant selection step.
Checkpoints
- The first-launch setup can be completed from start to finish
- The selected options match the intended use
- Closing and reopening the UI works correctly
